ANITA MONCREASE, MD., M.P.H.
President & Chief Executive Officer
Anita Moncrease, MD, MPH is the President and Chief Executive Officer of Moncrease & Associates, LLC. Dr. Moncrease participates in all consultations and contract negotiations that involve Moncrease & Associates, LLC. Dr. Moncrease is a native Detroiter. She received a BS in Medical Technology and BA in Urban Development from Michigan State University; her Medical Degree from Wayne State University School of Medicine; and her Masters of Public Health degree from Harvard University in Health Care Management. Dr. Moncrease completed her residency in Internal Medicine and Pediatrics. She completed an Internship in Health Policy at Health Resourses and Services Administration (HRSA) and the Commonwealth Fund Fellowship in Minority Health Policy at Harvard University. She is a former Director of Health Professions Diversity at HRSA.
Dr. Moncrease has additional training in Environmental Health Response To Chemical Emergencies; ICS 300 and ICS 400 Training for Expanding Incidents for Operational First Responders; Hazardous Materials Training: Plume Modeling. CAMEO, ALOHA, MARPLOT, and LandView Training. Dr. Moncrease also has training and expertise in Corporate Compliance and Quality Control.
Dr. Moncrease areas of specialty are: Minority Health Policy, Health Disparities, Health Professional Training, Internal Medicine, Pediatrics, Adolescent Health, Public Health, Women’s Health, and Emergency Planning. Dr. Moncrease created the patent Rapid Drug Distributing System (RDDS) and the Rapid Emergency Information System (REIS).
DAVID MONCREASE
Vice President and Director of Security
David is the Vice President and Director of Security for Moncrease & Associates, LLC. In this capacity, he acts as a consultant to IT professionals and business partners on Information and Cyber Security risks and controls.
David served for more than 20 years as a law enforcement officer and is now a retired Los Angeles County Sheriff Deputy (LASD). He received numerous commendations for his job performance during routine and times of emergencies. He continued with private security after retirement from LASD. He performed private security for foreign dignitaries and high profile Hollywood clients.
His professionalism, demeanor, and experience complying with various security standards, compliance framework and best practices led him to be one of the most requested private security professionals.
David was involved with security for the Warming Centers and Homeless during Super Bowl XL. Following 9/11 Attack on America, David has undergone training as part of his duties as a Los Angeles County Sheriff Deputy and as private security in Emergency Preparedness.
MECHA L. CROCKETT, EdD
Chief Operating Officer
Dr. Mecha L. Crockett has 30 years of experience in higher education. She is currently a consultant with TEST, LLC in East Lansing, MI. She has worked with universities, community colleges and school districts to improve test scores, introduce study skills techniques, develop curriculum and increase retention rates of students of color.
Dr. Crockett received her Doctor of Education in Community College Leadership from Ferris State University. Dr. Crockett received her Master of Business Administration degree from the University of Phoenix, Master of Arts in Educational Leadership from San Diego State University and Bachelor of Arts in English from the University of Michigan-Ann Arbor.
Dr. Crockett is committed to community service. She is a member of Alpha Kappa Alpha Sorority, Inc., and a recipient of the MI-ACE Women’s Senior Leadership Shadow Program Fellowship. Served as member-at-large on the State of Michigan Board of Physical Therapy.

LUCIETHA MONCREASE
Quality Control and Compliance Officer
Lucietha Moncrease Quality Control and Compliance Officer. Lucietha graduated from the University of Michigan. She majored in Psychology and Sociology and earned her Bachelor's degree in Liberal Arts. She has devoted her career to working with and advocating for at risk populations including youth, disabled, blind, elderly, and dependent adults.
Lucietha has over 23 years in County Government. She was the Quality Assurance/Quality Improvement Supervisor for the County of Riverside, Adult Services Division in Riverside, CA. Lucietha worked to enhance the overall quality of service delivery and provide program integrity improvements. Her responsibilities included developing county policy for state mandated programs, providing training to Social Workers and Stakeholders, and conducting data match search for fraud review/prevention. Lucietha has held the positions of District Supervisor and Social Services Worker. She has extensive background in elder abuse investigations, providing case management services and acting as liaison with law enforcement and community agencies. Lucietha has served on numerous local and state committees. In addition, she is a member of her local Community Emergency Response Team.
BRODERICK CASON
Director of Sales and Marketing
Mr. Broderick Cason is the Director of Sales and Marketing. He is also the Project Coordinator for the Rapid Drug Dispensing System. He attended the University of Michigan in Ann Arbor, MI where he obtained a BS in General Studies and minored in Economics. Broderick became interested in computers while in high school and worked with the information technology and support team for two years there and continued to do so while at the University of Michigan. His interest in finance took him initially into the banking industry where he work for JP Morgan Chase Bank as a personnel banker and then to Quicken Loan as a web based banker.
Broderick joined Moncrease & Associates, LLC in March of 2008 as a Project Officers/Consultant on RDDS, the Detroit Department of Health Public Health Grand Rounds, Emergency Preparedness and “Unnatural Causes” projects. His unique background in computers and finances enabled him to navigate between the worlds of information technology and business easily. His experiences in the banking and loan industries have enable him to became an expert in finance and sales
MARSHALL DICKERSON
Director of Information Technology
Marshall Dickerson: Information Technology Manager. Marshall has over 40 years’ experience in Information Technology (IT) Management with General Motors Corporation. He managed people and resources over several states. He also has experience in database design, programming, and software design. His responsibilities are the development of the database for RDDS Phase 1, to work one on one with potential clients IT support team, to trouble shoot software and hardware issues, and to supervise the activities of IT team.
DARRYL BRANDON MONCREASE, Jr.
Director of Business Development
Darryl Moncrease is the Director of Business Development of Moncrease & Associates, LLC. Darryl is a graduate of Southfield Lathrup High School in Southfield, MI. Mr.Moncrease attended the oldest private Historically Black College and University (HBCU) in the United States, Wilberforce University, where he received his Bachelor of Science in Business Management.
Darryl worked at Blue Care Network as a Project Team Leader. He specialized in enrolling providers into insurance programs customized to meet their needs. As a team leader he supervised and directed daily project activities and formulated weekly reports regarding project status and progression.
Mr. Moncrease has more than 10 years of experience working in education as an Behavior Intervention Specialist. As part of the administrative team, he would facilitate weekly parent meetings and monthly staff meetings. He would assist in ensuring a positive, well-run and purposeful program that is responsive to the student’s and parents’ needs. Darryl also taught high risk imprisoned juvenile student’s general education. Mr. Moncrease assisted the high risk students in obtaining their GED. Darryl joined Moncrease and Associates, LLC to assist in the areas of implementing plans designed to increase existing business and capture new opportunities.
CHERYL. EVANS, EdD
Director of Medical Research
Dr. Cheryl Evans is the founder and president of Shared Ideas Educational Consulting. With over thirty years of experience as a higher education administrator, Dr. Evans has spent more than a decade assisting in the preparation and implementation of numerous educational and health
careers grant proposals. She has worked as a program designer and evaluator on clinical nutrition
projects; served as a Medical Education Associate and worked as a medical education Program
Manager. She has spent more than a decade working in pharmacy education at several institutions.
As an educational consultant and evaluator, Dr. Evans established project baseline data, gathered credible and relevant data from a variety of sources, created and analyzed formative and summative program evaluations, assisted with budget tracking, and documented via program and project reports the achievement of milestones set for accomplishment of major components of a grant. Over the years she has worked on federal, state, and local grants that have allowed her to hone her skills as an educator, program designer and evaluator.
Dr. Evans received her doctorate in Higher Education from Columbia University. She received her formal training in program evaluation from the Evaluator’s Institute and completed an administrative fellowship at Harvard University.
Responsibilities: responsible for researching, analyzing, interpreting, and presenting data related to markets, operations, customers, and other information related to the RDDS projects
BRITTANI MONCREASE , MA
Director of Public Relations and Communications
Ms. Brittani Moncrease is a graduate of Howard University earning her Bachelor of Arts degree in Broadcast Journalism and Master of Arts in Public Policy. While attending Howard University, Brittani served in the Annenberg Honors Program, WHBC on-air radio reporter, contributing writer for the Hilltop (Howard’s campus newspaper), the Emma Bowen Foundation, and a Lionel Chapman Fellow for ABC Nightline. Brittani’s studies and work in journalism and public policy has led her to extensive national and international travel including several trips to Africa and Australia.
Brittani has worked on the east coast at the CBS-affiliate, KYW-TV, in Philadelphia where she worked behind the scenes as a Production Assistant, Assignment Desk Editor and Digital Producer. She also produced a daily segment called “Good Question.” Brittani has worked as an on-air Multimedia Journalist/Reporter at Time Warner Cable News (now Spectrum News) in Binghamton, New York and in Syracuse, New York where she covered some of Central New York’s top stories. Brittani currently is a reporter and fill-in anchor for ABC-affiliate, Local 24 News/CW 30, in Memphis, Tennessee. She has received numerous honors, awards, and recognitions for her work including being featured as a guest journalist on the Dr. Phil Show.
Brittani has been involved in the development and implementation of Moncrease & Associates, LLC community partnerships and education programs. She is one of the architects, authors, and presenters of the historical research resulting in the “History of Black Medical Schools and Departments in the U.S.” traveling exhibit. She is a proud member of Delta Sigma Theta Sorority, Inc., National Association of Black Journalist, and the Junior League Memphis.
DR. DON TYNES
Chief Medical Officer
Reverend Don J. Horakhty Tynes, MD, F.A.C.P., is the Chief Medical Officer of Moncrease & Associates, LLC. Rev. Dr. Tynes is an ordained minister, an Associate Professor of Internal Medicine, and was the recipient of The Wayne State University School Of Medical (WSUSOM) Alumni Association Distinguished Alumni Award in 2018. Dr. Tynes and Dr. Carolyn King are Co-Founder of the WSUSOM and the Michigan State University “Reach Out to Youth Program” that targets students age 7 to 11 years old who aspire careers in medicine and their parents. This program, over its 31 year history has over 7000 students who have participated with many becoming physicians, nurses, pharmacists and other health professionals.
Dr. Tynes is an alumnus of the WSUSOM and of the Internal Medicine/ Pediatric Residency Program at WSU Affiliated Hospitals. After fulfilling his National Health Service Corp obligation in the Benton Harbor, MI area, Dr. Tynes chose to remain there and open his private practice. He serves as Benton Harbor, MI Director of Public Health and the Medical Director of the Benton Harbor Health Center. Dr. Tynes also serves as the Medical Director of the Save The Leg Program at DMC- Detroit Receiving Hospital.
Dr. Tynes, during the COVID-19 pandemic has emerged as a leader in prevention and early intervention in combating this deadly disease. He has become a national recognized expert on the outpatient treatment of the COVID-19 virus. Dr. Tynes is leading the Telehealth response to COVID-19 pandemic for Moncrease & Associates, LLC.
